Planning & Zoning Department


The Planning & Zoning Department works with the general public, contractors, developers, other City Departments, and other external governmental bodies to carry out the City's Comprehensive Plan, Zoning Ordinances and other related ordinances. 

The Planning and Building Division staff review and issue building permits to ensure compliance with local zoning ordinances and federal/state laws and the Uniform Building Code.  Information on variances, conditional use permits and similar building or planning questions can be directed to the department at City Hall, 401 5th St. S.E., by emailing Linda Rappe or by calling 634-6324.

Building permits are required for any structure over 200 square feet, including decks and similar structures, and all must meet setback and easement requirements. An online building permit application can be downloaded, printed and returned to City Hall for processing.  

Building Inspections and Engineering are on a contractual basis. Staff members work with the Planning Commission, presenting case information to this advisory commission, then presenting their recommendations to the City Council.
  
Staff also works with the Economic Development Authority to promote retention and expansion of existing business and attraction of new business.  Towards this end there is the established and growing Kasson Industrial Park along Highway 14, a rapidly growing retail sector, and an identified commitment to preserving the historic downtown on Main Street as a central business district.  The City, in cooperation with area property owners and real estate brokers, maintains an inventory of available property for lease or sale. 

Mantorville Orderly Annexation Agreement
